Kribian of Pluto is the latest to vote on disbanding the G.B.I. Commander Richards is authorized to carry Earth's deciding vote to the Mars Conference, and asks Flash and Dale to accompany him in the Skyflash II. However as they pass Planetoid Epsilon 30 their ship is hit by a mysterious Ray in an attempt to keep them from representing Earth in the United Planets election.
